State employees at this Santa Barbara Caltrans construction office assigned to Measure D projects brought children and animals to work on a regular basis.
After one State employee in Santa Barbara complained of disturbances due to screaming kids misplacing documents, phones, etc., the employee was harassed and transferred to the desert, and the violations and malfeasance continued. The drawing shows childrens' depiction of two Caltrans employees riding a horse in the annual Fiesta Parade. The timesheet showed that the employee, who admitted to driving his horse to the parade and riding in it, charged 8 hours to Caltrans that day.
